本文引介Hughes的大型科技系統理論及Jasanoff 與Kim的社會科技想像觀點,梳理臺灣碳封存發展脈絡及系統性分析既存限制,並闡述今昔時空背景差異所形塑的社會想像有何不同。主要研究方法採深度訪談,並佐以歷史檔案資料分析及參與觀察法。
參考臺灣碳封存發展脈絡,過去主要以科學研究角度思考,忽略Hughes指出大型科技系統發展所需的系統性考量。從本文研究可觀察到,除關注於技術研發外,亦須考量經濟誘因、社會溝通及政府治理等面向。而政策不明朗的情境成為現今碳封存發展的反向突出點,連帶影響其他面向的發展情形。另一方面,全球淨零排放的趨勢影響我國重新定位臺灣碳封存發展的政策論述、民眾認知以及經濟價值等,在今昔不同的制度/脈絡背景下,形塑了臺灣碳封存科技的社會想像差異。
總體來說,本文已初步釐清臺灣碳封存發展在技術研發、經濟誘因、社會溝通及政府治理等面向間的交互影響與限制,並辨認現階段的反向突出點;同時亦觀察國際趨勢影響我國政策論述後,如何進一步形塑社會科技想像,並具體比較今昔差異。期藉由本文梳理之脈絡及碳封存發展之解析,可作為未來相關研究的參考基礎。

This study investigates the development of carbon capture and storage (CCS) in Taiwan, focusing on the interactions among technological innovation, economic incentives, social communication, and governance dimensions. Drawing on Hughes' theory of large technological systems and the concept of sociotechnical imaginaries proposed by Jasanoff and Kim, it examines how historical and contemporary contextual factors have shaped these imaginaries. The research employs in-depth interviews as its primary methodology, supplemented by historical archival analysis and participant observation.
Taiwan's CCS development has historically prioritized scientific research perspectives, often overlooking the systemic considerations emphasized by Hughes as essential for large technological systems. Based on the findings of this study, advancing technological innovation alone is insufficient; the importance of economic incentives, social communication, and governance must also be emphasized. However, the absence of clear policies has emerged as a significant reverse salient, hindering progress across these dimensions.
At the same time, the global push toward net-zero emissions has reframed CCS in Taiwan, influencing policy narratives, public perception, and economic value. These shifts, shaped by institutional and contextual differences over time, have led to variations in the sociotechnical imaginaries surrounding CCS in Taiwan.
In conclusion, this study has preliminarily clarified the interactions and constraints among key dimensions of CCS development in Taiwan, such as technological development, economic incentives, social communication, and governance, while identifying the reverse salient at this stage. Furthermore, it has explored how international trends have influenced Taiwan’s policy narratives and shaped its sociotechnical imaginaries. By tracing the development of CCS and analyzing these dynamics, this study aims to provide a foundational reference for future related research.
