本研究以領導風格、社區經營策略與居民社區認同感來探討社區營造的具體運作,並以苗栗縣三社區為例。過去的研究指出社區領導者應以開放、民主的態度來推動社區營造工作,與社區居民保持良好溝通,並且以個人轉化學習與在地連結、社區培力著眼長期能力的建構,以及從地方社會開展多元協作場域使創新知識得以踐行之策略,而讓個人產生地方感而轉為對地方認同之增強,關鍵就在於空間與文化上的重新創造。因此,本研究探究並比較農村社區於總體營造中資深與剛起步之社區運作情形及其與地方認同感之關係,進而深入了解並指出社區成員感受、所需資源及社區總體營造模式策略模式分析。本研究採用深度訪談法、參與觀察法蒐集三個案例社區的相關資訊。研究結果發現領導者風格、居民社區認同感與社區營造策略三者間具有連帶關係,民主型與人際型領導風格對於社區營造發展較為有利,較容易獲得社區成員認同,權威型的領導風格則較不適合社區團體,大抵驗證過去相關研究論點。社區並應思考如何將缺點轉為優勢,把握配合政府補助的專案計畫機會進行改造社區之策略。另外發現對於社區有認同感者不一定會加入會員,顯示社區沒有一定之界限。社區也應致力於保存文化傳統特色,藉此凝聚地方居民共同記憶與認同感;故除發展環境觀光外,也可思考發展文化產業之可能。

The study investigates the specific operation of community building in terms of leadership style, community management strategies and residents’ community identification, and takes three communities in Miaoli County as examples. Past studies have pointed out that community leaders should promote community building work with an open and democratic attitude as well as maintain a good communication with residents. Moreover, taking personal transformational learning to connect with the local, employing community empowerment to build long-term capabilities, and developing multiple collaborative fields to enable innovative knowledge to be practiced are all ways to enhance residents’ local identity. The key lies in the renaissance of space and culture. Therefore, this research compares senior and start-up communities in the rural and their relationship with local identity, and furthermore, points out members’ feelings, required resources, and the analysis of strategies and models for the overall community construction. This study uses in-depth interview method and participant observation method to collect information about the three cases. The study suggests that the leadership style, the residents’ community identification, and the community management strategies are highly related. Democratic and interpersonal leadership styles are more beneficial to the development of community building and are easier to get community members’ identification. Authoritative leadership style is not suitable for community groups. The study verified relevant past researches’ arguments. The community should consider about how to turn the weakness into the strength, and cooperate with the government’s subsidized project plan to transform the communities. In addition, the study also concluded that people with a sense of community identity may not actively join as a member, which shows that the community does not have clear boundaries. The community should also be committed to cultural protection to consolidate the residents' sense of identity; therefore, in addition to environmental tourism, cultural industry may also be an option for community development.
