• 在台灣社會中，經濟發展一直是一個重要的議題，從行政院人力資源調查報告指出台灣勞動力成本逐年上升，傳統產業為了生存將工廠外移，產業外移造成就業機會減少，面對這一情況，政府提出了觀光業發展計畫，希望發展觀光業創造就業機會。 政府希望台灣的各個鄉鎮都能尋找出自己的特色以發展觀光，這就是「一鄉一特色」計畫，事實上，在這個計畫之後，全台灣開始出現了許多觀光老街，其中最著名的老街就是九份老街，除了九份之外，新北市也有其他的老街。

在本研究中，研究區域是在九份老街、三峽老街、金山老街，並且藉由研究這幾個老街，觀察地方鄉鎮在發展觀光業之後，地方鄉鎮社會與經濟產生了麼樣的改變。在研究方法上，以文獻整理出之研究問題與假設，來進行質性研究的參與觀察與訪談。在研究結果上，地方鄉鎮在發展觀光業之後，經常會面對觀光業淡旺季問題，這往往導致觀光業創造出的就業機會以兼職工作為主，此外，鄉鎮發展觀光之後，房地產價格上漲，房東是觀光業發展之後主要的受益者，政府推行觀光之後，鄉鎮人口並未因為發展觀光，年輕人就留在鄉鎮發展，因為觀光業的工作機會大多是兼職為主，年輕人仍然往都市發展。

• In Taiwanese society, Economic development has been an important issue, Taiwan's labor costs increased year by year from Manpower Employment Outlook Survey Taiwan. Labor Intensive Industry in order to survive relocation of factories. Industrial Relocation reduced employment opportunities, Country faced with difficult economic situation. Government presented tourism development plan. Tourism Development is also hoping to create employment opportunities. Taiwan's government hopes the township can find their own characteristics, This is the "one town, one product" (OTOP) project. Because OTOP project, Many Historical Street were created, most famous is Jiufen Historical Street.
  In this study, Study area is Jiufen Historical Street; Sansia Historical Street; Jin Shan Historical Street. And by studying these few streets to observe the local township in the development of the tourism industry, the local social and economic township had what kind of change.
