台灣民眾對外籍配偶權利取得的態度:社會價值觀的重要性

    本研究係採用中央研究院「台灣社會變遷基本調查」第四期第五次公民權組之問卷資料並參考相關研究,討論台灣民眾對外籍配偶移民政策態度與社會價值觀之關係。首先,我們依循前輩的方法分析樣本之個人社會地位;再者,就政治族群與經濟威脅討論此兩大因素對各類外籍配偶移民權力取得之態度的影響;最後研究社會價值觀因素之影響。在社會價值觀因素的研究中,我們以公民容忍度和利他主義為指標,探討台灣民眾對外籍配偶醫療權、工作權和公民權取得之態度,進而瞭解社會價值觀對外籍配偶移民權力取得之態度變化的影響以及該影響的重要性。

    本研究主要發現:經濟威脅因素影響對於東南亞配偶和歐美或日本配偶取得醫療權、工作權和公民權的態度,政治族群因素影響了大陸配偶取得醫療權、工作權和公民權的態度;公民容忍度影響東南亞配偶、大陸配偶和歐美或日本配偶的工作權、醫療權和公民權的取得態度,利他主義對於三類外籍配偶取得醫療權、工作權和公民權的態度皆有明顯影響,由此可見影響台灣民眾對於移民政策的態度並非只有經濟威脅和政治族群因素,社會價值觀因素的影響更是不可輕忽。

    This study investigates the relationship between the attitudes of Taiwanese toward foreign spouse immigration policies and social values. We conducted the study using data from Taiwan Social Change Survey Project conducted by Academia Sinica and referred to other relative studies. First of all, we followed predecessors’ steps and analyzed samples’ individual social positions. Secondly, we discussed how political ethnic group and economy threat affected the attitudes of Taiwanese toward foreign spouse getting rights. Finally, we considered social values an important factor and investigated how it influenced Taiwanese’s attitudes toward immigration policies. In social values study, we used citizen tolerance and altruism as indices to express people’s social values and discussed Taiwanese’s attitudes toward foreign spouse getting Medicare right, right-to-work and citizenship. This study explains how social values affect the changes of attitudes toward foreign spouse getting rights and how important the effect is.

    In this study we find that economy threat, political ethnic group, citizen tolerance and altruism have different impacts on different foreign spouses who come from different areas. Economy threat affects Taiwanese’s attitudes toward Southeast Asian, European, American and Japanese spouses getting Medicare right, right-to-work and citizenship, while political ethnic group impacts the attitudes toward spouses from mainland China getting rights. Citizen tolerance influences the attitudes toward foreign spouses from Southeast Asia, Europe, America, Japan and mainland China getting Medicare right, right-to-work and citizenship. Altruism has significant impacts on foreign spouses getting Medicare right, right-to-work and citizenship. The study demonstrates that not only economy threat and political ethnic group have influence on Taiwanese’ attitudes toward immigration policies, but social values have more significant impacts on this issue.
