乳癌病患的健康權運動是一種新社會運動,而資源對從事社會運動的非營利組織的運作而言是最重要的項目之一。在民主國家體制下,非營利組織必須面臨國家的收編與市場機制的挑戰,其相對自主性一直備受關注。病友團體做為非營利組織的一種,更必須面對醫療專業權威與藥商的遊說。本研究透過乳癌病友組織的發展與變遷,探討病友團體如何在台灣民主化後的「福利規訓體制」與「藥商殖民」之下發展。
研究發現二個關鍵因素降低組織對政府補助及藥商贊助的需求。首先,政府補助逐年降低但對成果要求反而更高,承辦政府方案是吃力不討好的工作,因此大幅縮減跟政府申請方案的比例。其次,藥商在利潤減少之後,比較願意將資源投注在醫生的基金會上,而非贊助乳癌病友組織。乳癌病友組織必須重新協調與會員團體之間共識,以期有效發揮乳癌病友主體經驗的優勢,並且學習將其道德資源、文化資源以及社會/組織資源轉化為合適的資源支持組織運作。

Health rights movements have become a significant factor in contemporary civil society in Taiwan. While research suggests that health rights movements are part of the new social movement, how health rights movement organizations develop and interact with the state and the market deserve further analysis. This research uses the breast cancer patients’ movement as a case study to examine the impact of different resources, including state funding and donations from pharmaceutical companies, on health rights movement organizations. This study shows that government funding first provided resources for breast cancer patients’ support groups to institutionalize and expand into a nation-wide non-profit umbrella organization. However, when the government started to cut this budget and relegated the projects to subcontracting through NGOs, the breast cancer patients’ organization decided to withdraw from these governmental projects. In addition, pharmaceutical companies are more likely to support medical-doctor founded non-profit organizations and less likely to support a patients’ self-help organization. The breast cancer patients’ organization has thus learned to utilize moral, cultural, and social/organizational resources to maintain its advocacy roles and the functioning of its organization.
