在研究街頭運動時,暴力是經常被討論的議題,街頭運動暴力如何轉變與因何轉變,是本研究所關注的問題。本研究以臺視新聞報導為資料來源,從中搜尋與街頭運動相關報導,收集了解嚴至2006年底,727個街頭抗爭事件作為分析對象。
研究發現,有人受傷、燒毀車輛等重度暴力事件的百分比雖然的確減少了,但是肢體推擠、丟擲雞蛋等輕度暴力事件出現的百分比卻有增加的趨勢,顯示國內的街頭運動中,至今還是有很多輕度的暴力事件存在。本文從警方抗議處理方式來解釋這樣的轉變趨勢,認為多數街頭運動的暴力行為是警方與群眾不良互動的結果,警方嚴厲的處理方式會增加街頭運動中暴力與衝突的機會,而當國家不再強力鎮壓抗議群眾時,出現暴力事件的機會則將減少。因此,隨著政治民主化,雖然嚴厲的抗議處理方式不再普遍被警方採用,但是相對於大型抗議活動,警察面對人數較少或無組織的抗議群眾,卻仍傾向採用嚴厲的處理方式。尤其,總統民選後,偏中小型、較無適當組織與規劃的抗議事件,其出現的比例增加,因此,在民選總統後的街頭運動中,輕度暴力事件仍不斷湧現。

The violence is the issued most discussed in the studies of the street protests; therefore, this study focuses on how and why the violence of the street protests is transferred. The study employs the data source of the TTV news and searches for the relevant reports and stories relating to the protests, including 727 events from end of martial law to 2006 as the subjects.
The findings indicate that the percentage of the severe violence like injured persons and burned vehicles is reduced whereas that of the mild violence like corporal pushing and eggs throwing is higher. The preceding result demonstrates that there are still many mild violent incidents in the current protests. This study explains the trend via the police’s treatment against protests and indicates that most violence results from the bad interaction between the protesters and the police. The severe treatment increases the level of the conflict and violence in the street protests; accordingly, the opportunity of the violent incidents is reduced when the state stops suppressing the protesting mass. Therefore, following the political democratization, the police agency tends to avoid the severe treatment against the protesting mass; nevertheless, the protesting incidents with few persons or unorganized protesters still remain suppressed with the severe treatment by the police, especially the small and middle protest incidents without proper organization increase after the presidential election in 1996. Consequently, the mild violent incidents keep occurring in the street protests after the presidential election. in 1996.
