框架如何轉變:以社區大學三階段法制化為例

制度一直是社會科學關注的主題,組織理論則重視制度對組織的影響力,後來有制度化與制度工作兩個領域分別探究制度從無到有的過程,以及個人或組織對制度的影響力,在制度化的過程中,框架被視為制度化的核心目標,提出框架幾乎是所有制度化中最基本的制度工作之一。

然而大多制度化研究中,提出並積極推動新制度的主張者即使遇到挫折也不會改變原本的框架。本文想特別針對框架發生轉變的案例,了解制度化的目標會如何發生轉變;此外制度工作時常圍繞在主張者的行動,但現有研究已經漸漸發現領域內的他者也可能以行動影響制度,本文想在框架轉變的過程中,關注各方制度工作如何共同影響框架的演變。

本文以台灣社區大學二十年法制化過程為研究對象,試圖補充上述制度論研究中較少談論的兩個議題。研究發現社大法制化過程中,制度化的成功與否是各方制度工作下的結果,因此要討論制度化的成敗不能僅看主張者的制度工作。而框架的轉變存在兩項要件與一項限制,要件分別為「挫敗」、「主張者的變遷」,限制則是以前的制度工作仍會持續影響後續的框架主張,新的框架往往是在面對挫折或失敗,以及新主張者的出現下才會發生轉變,而且新框架並不是任由主張者隨心規劃,新框架通常透過吸納前面框架的制度工作,提出更具包容性的框架。


論文外文摘要: Institutions have always been a key focus in social sciences, and organizational theory emphasizes the influence of institutions on organizations. Later, two areas of research—institutionalization and institutional work—emerged to explore the process of how institutions come into being, as well as the influence individuals or organizations have on these institutions. In the process of institutionalization, frameworks are seen as a core objective, with the introduction of a framework being one of the most fundamental forms of institutional work in any institutionalization process.

However, in most studies on institutionalization, proponents of new institutions, even when faced with setbacks, do not alter their original frameworks. This paper aims to examine cases where a framework undergoes change and to understand how the objectives of institutionalization can shift. Furthermore, while institutional work often centers on the actions of advocates, current research has gradually recognized that other actors within the field can also influence institutions through their actions. This paper seeks to focus on how various institutional works collectively shape the evolution of frameworks during the process of framework change.

This study examines the 20-year process of institutionalization of community colleges in Taiwan, aiming to address two issues that are less discussed in institutional theory. The research finds that the success or failure of institutionalization in the case of community colleges is the result of the collective institutional work of various parties. Therefore, when discussing the success or failure of institutionalization, one cannot focus solely on the institutional work of the advocates. The process of framework change involves two key conditions and one limitation: the key conditions are "setbacks" and "the change of advocates," while the limitation is that previous institutional work continues to influence subsequent framework proposals. New frameworks often emerge after facing setbacks or failures, and with the appearance of new advocates. Moreover, the new framework is not solely shaped by the desires of the advocates; it typically incorporates elements from previous frameworks, presenting a more inclusive framework.
