  • 本論文期能從此瞭解臺灣大專校院推廣教育組織發展歷程、教育政策與組織發展之關係,並為臺灣推廣教育組織的發展脈絡提供記錄。本研究將大專校院設置推廣教育視為一有機體,由組織生態學和制度論出發,結合組織生命週期與設置的機構組織。

    以C大學推廣教育為例,描述設立起始,科技應用大量引入校園,資通訊技術的發展迅速且完整落實於數位校園的建置,在合於政府政策法規之下,變革為資訊化網絡式組織,導入異業經營模式,平衡市場導向與服務導向,重視教育服務業所代表的社會期待。爭取舉辦研討會及大型論壇、開放參訪行動並儀式化標竿組織形象,成立協會組織與大專校院推廣教育組織間策略聯盟,以理性思維進行決策,運用集體的力量,創造制度性公共財等的組織發展過程。

    從過程中,找出適用於C大學推廣教育在1971年至2010年間影響其的外在環境構面因素:政策法規、人口結構、資通訊技術及競爭合作,成為全臺灣開課數與學員人數最多。


  • Abstract

    This thesis is aimed to understand the development process of Taiwan’s extension education within colleges and universities, relationship between education policy and organizational development, and the historical description of extension education in Taiwan. In this study, the establishment of extension education within colleges and universities is described as an evolutional organization.

    Through the organizational ecology and institutional theory, and combing the organizational life cycle and the institutions and organizations, the case of C university’s extension education is analyzed. It is found that large-scale application of information and communication technology to extension education, digital campus has been implemented under the government policies and regulations, which results in network-type organization, and multi-industry business model. This organization has been created to balance between market and service requirements, so as to satisfy the social expectations. The strategic activities include the large-scale seminars and forums, tours to C university’s extension education, reinforcement of the image of the organization, the establishment of associations within colleges and universities, promotion of strategic alliances with other extension organizations, rational thinking of decisions, and the use of collective strength to create a joint organizational development process.

    During the process, it is found out that for C university’s extension education between 1971 and 2010, by adapting to four external environmental factors: government policies and regulations, demographic structure, information and communication technology, and competition and cooperation, C university’s extension education becomes Taiwan's number one in terms of number of courses offered and number of students.
